Some teams don't want non-breaking changes to impact stakeholder teams and therefore pull them in as required reviewers for those changes (for stakeholders with that configuration).

For example when changes are made to a property that is on multiple events, every stakeholder of those events is considered impacted. In those cases, if every event has an owner, multiple owners could be pulled in as required reviewers.
